Kitten Throws Private St. Patrick’s Day Parade Without Proper Permits

City officials are investigating a kitten who did not acquire the requisite permits to hold a St. Patrick’s Day parade on public property this morning. Though the parade was arguably a success from a morale standpoint, a moratorium from civic organizations could make it very difficult for the kitten to hold similar events in the future.
